Project manager – budget and accounting information system
Professional context:
The ENSM is a public scientific, cultural and professional establishment (EPSCP) that provides training to become merchant navy officers and awards an engineering degree, specialising in seafaring and maritime engineering.
It has four sites: in Le Havre, where the school is headquartered (initial single-seat deck course and the last 2 years of the engineering cycle specialising in sailing), in Saint-Malo (single-seat engine course), in Nantes (3 years of the engineering cycle specialising in maritime engineering, single-seat deck vocational course + electrotechnician) and in Marseille (first 3 years of the engineering course).
The ENSM offers 11 different courses, has around 1,400 students and employs 120 permanent and contract teaching staff across the 4 sites. It has a budget of €35.4m for 2024 and 253 jobs.

Summary of the context and challenges of the position:
The ENSM is a public institution subject to the decree on public budget and accounting management (GBCP) and currently uses the Win M9 – GFI financial management solution (publisher: INETUM). It has decided to acquire a new software package for its budgetary and accounting information system by 2025. For the 2026 financial year, it plans to implement additional modules to improve its management of fixed assets, contracts and collections in particular.
The project manager will provide general support to the ENSM departments concerned (purchasing and finance department, information and communication systems department, accounting agency) in the engineering of processes in order to guarantee the quality and optimise the administrative and financial management of the establishment.
He/she will be responsible for managing, designing and implementing the project to change the budget and accounting software (and its modules), from the expression of user requirements through to acceptance, start-up and user support.
Tasks :
– Analysing the application environment and the defined functional target; if necessary, proposing a reframing of the target;
– Identify business requirements and draw up functional specifications;
– Monitor the IS change project through to its operational readiness.
– Organising, coordinating and leading the project (steering committee, monitoring committee and project team);
– Supervising the progress of the project (planning tasks, monitoring schedules and deadlines);
– Manage the relationship with the publisher throughout the project;
– Present the project as part of the change management process;
– Define as early as possible the method and teaching resources for training users;
– Implement training and support for users, according to their needs;
– Produce user support.
– Ensuring compliance with technical specifications, security rules and data transfer;
– Ensuring consistency between financial management rules and their translation into the tool;
– Organising acceptance work and checking functional compliance;
– Ensure the functional administration of the IS and the transfer of knowledge and skills in order to guarantee service continuity.
The project manager may be required to take part in other departmental activities, as and when required and depending on current events, such as the implementation and monitoring of INFINOE (real-time transmission of financial flows to government departments).
Reporting to:
The Project Manager will be based in the Purchasing and Finance Department (8 staff) and will report directly to the Director. He/she is under the joint functional authority of the DAF, the SIC department (5 agents) and the accounting agency (2 agents).
Skills :
Experience in the public sector (particularly public establishments) desirable.
Participation in a RIS transformation project is a prerequisite.
Knowledge :

Conditions:
The position is based in Le Havre.
Working hours: office hours, 38.30 hours per week
Possible travel to the 4 ENSM sites
Teleworking possible up to 3 days a week
